He was acting “Governor” of Sevastopol from 1 to 14 April 2014 and is a former “elected” Chairman of the “Legislative Assembly” of the City of Sevastopol (until September 2019). Remains active in supporting separatist actions or policies.For his involvement in the annexation process he has been awarded with the Russian State order “For Merit to the Fatherland” – first degree. The trust services sanctions were imposed on 21/03/2023. — Deputy Chairperson of the Duma Committee on ethnic affairs. The Director Disqualification Sanction was imposed on 09/04/2025.
