In these positions he has been and remains responsible for the administration of China's so called "re-education" policy in the XUAR and therefore has been and remains responsible for serious violations of the right not to be subject to torture or cruel, inhuman or degrading treatment or punishment that have taken place in so called "training centres". — The Director Disqualification Sanction was imposed on 09/04/2025.
