He is the leader of intelligence of the Democratic Forces for the Liberation of Rwanda (FDLR).. As a key leader of the FDLR, SEBASTIEN UWIMBABAZI acts on behalf of a designated entity and shares responsibility for crimes committed by the FDLR in the DRC (killings, recruitment of child soldiers, and sexual abuse), which constitute human rights abuses and/or violations of international humanitarian law against civilians.
