The TWIRWANEHO is a member of the Congo River Alliance which is a politico-military platform formed in alliance with M23, a Congolese militia, which plans, directs and commits act in the DRC that constitute human rights violations or abuses or violations of international humanitarian law. The TWIRWANEHO, by its involvement with the Congo River Alliance, acts on behalf of a designated entity and shares responsibility for crimes committed by M23 in the DRC (killings, recruitment of child soldiers, and sexual abuse), which constitute human rights abuses against civilians. The TWIRWANEHO has and continues to engage in acts that undermine the peace, stability and security of the DRC by the recruitment and use of children in armed conflict and violating the measures taken by UN member states in accordance with the DRC arms embargo.
